WebHeisei is the name of the previous emperor of Japan (not his actual name, but he is referred to as Heisei-tenno). Heisei was Emperor from 89 until 3 or 4 years ago. The previous emperor was, of course, Shouwa. Though of course you're right. The emperor most likely wasn't demanding the destruction of PC games.
